A Voice-Accessible Traffic Incident and Vehicle Inspection Reporting System

Summary

The Internet Voice-Accessible Database (IVAD) allows real-time entry of traffic related conditions into an easily accessible (password controlled) Internet-based system. The utility of the system is much broader than the initial incident/inspection focus and includes

  • Highway Patrol ticketing
  • Use by other jurisdictions (city/county police, volunteer fire/rescue, etc.)
  • Damage assessment from severe weather events, road conditions
  • Routine business reporting, inventories,etc.

An implementation of IVAD was developed for SCANA Corporation by E811 to assist in damage assessment following storms.

Background

ASG developed the Internet Voice-Accessible Database with the major objectives of the1999 SC Office of Motor Carriers Safety Plan and the Federal Motor Carrier Safety Administration, formed in January 2000, in mind. IVAD’s development was based on their goals of improving the timeliness of reporting incidents and accidents, the accuracy of accident locations, and the ability to collect and retrieve data; and to support programs to reduce vehicle-related fatalities/injuries.

  • Provide a highly reliable, Internet-based system for collecting critical motor traffic information that allows rapid access to the information by key decision makers and emergency responders
  • Provide for direct data entry through voice-to-text technology using cell phone or radio transmission
  • Incorporate GPS technology to enable accurate field identification of location and Internet mapping capability to show location
