Prosecution Case Management System
In July 2000, ASG began developing a secure web application to streamline prosecutors across South Carolina. The Criminal and Juvenile Justice Information Management System helps manage and track information across jurisdictions. Developed in cooperation with the South Carolina Commission on Prosecution Coordination (CPC), the system is a part of CPC’s work to standardize case data collection and recording across the state.
The system uses a high performance, secure, single-server network requiring only standard PCs for approximately 450 users in various locations to access the system.
The system includes an application suite using an extremely robust Oracle relational database on a central server with a secure web interface. Individual sites may either access the central database through the internet to contribute agency data, or they may access a locally replicated version of the Oracle database to complete forms, reports, and other standardized documents.
The networked system is highly secure, utilizing web server software with digital identification and other software to coordinate network security.
ASG has worked with CPC to develop detailed system specifications and hosting plans for the production system. This work has included consultation on the purchase, configuration, and support of the central database, application, and web server system, to be hosted by CPC.
Project Lifecycle
The development process was interactive, beginning with defining system specifications and architecture for the database and its interface. For the CPC project, this process involved regular meetings and correspondence among CPC administrators, local prosecution staff, project coordinators, and ASG technical staff.
Based on these specifications, ASG built the prototype software over a period of several months. Upon completion of the initial architecture, ASG distributed the prototype to test sites for evaluation. Regular consultation has helped improve the prototype.
After testing and evaluation, ASG released the production version. ASG developed manuals, guides, and other aids to train users of the case management system. ASG continued to enhance and support the system through CPC sponsorship. CPC assumed all maintenance and support of the system in 2002.
